4. Effluent standards: A new petroleum refinery shall not deposit in the environment liquid effluents containing petroleum hydrocarbons (C10-C50), phenols, sulfide, ammonia nitrogen and suspended matter in excess of any of the standards established in the following table, per 1,000 barrels of crude oil processed by the refinery, the whole in accordance with the refining capacity declared to the Minister:
